Debrah Lynn (Debbye) Turner Bell, who grew up in Jonesboro (Craighead County), was crowned Miss America 1990. After her reign as Miss America, she became a veterinarian, has appeared on national television, and is a motivational speaker on youth-related and Christian topics. She was inducted into the Arkansas Black Hall of Fame in 1994.
“Debbye” Turner was born on September 19, 1965, in Honolulu, Hawaii, to Gussie Turner and Frederick Turner Jr., who was stationed there in the military. As a child, she set her goal to become a veterinarian but recognized the financial challenges ahead, especially after her parents’ divorce. Living in Jonesboro with her sister, Suzette, and her mother, who became an academic counselor at Arkansas State University (ASU), Turner took a fast food job at age sixteen, moving later to department store clerk and grocery store cashier. Dr. Debbye Turner Bell is a veterinarian, journalist, minister, motivational speaker, wife, and mother.
Dr. Turner Bell divides her time doing veterinary public relations, youth and adult motivational and Christian speaking, and television broadcasting. Although she is not currently in clinical practice in veterinary medicine, she has promoted responsible pet ownership and proper veterinary care for pets through public service announcements, news features, and workshops. Dr. Turner Bell has carried her message of pet care and motivation as far away as Rome, Italy, and Johannesburg, South Africa.
Over the course of her career, Turner Bell has found time to serve on many local, state and national boards, including the National Council on Youth leadership, Children's Miracle Network, Missouri Division of Youth Services and Mathews-Dickey Boys and Girls Club, and the National Advisory Child Health and Human Development Council, which is an advisory council to the National Institute

Debbye Turner (Bell), the third African American woman to win the Miss America crown, was born on September 19, 1965, in Honolulu, Hawaii. She is an American veterinarian, talk show host, and former beauty queen. She was Miss America 1990. Bell is the daughter of Frederick and the late Gussie Turner. Her father is a retired military lieutenant colonel, and her late mother was a college counselor. Turner, who was raised in Jonesboro, Arkansas, was first runner-up in the Miss Black Teenage World pageant in 1981. She participated in the Miss Arkansas state pageant three times, placing first runner-up twice. Finally, she decided to try her luck at the Miss Missouri pageant. In 1989, she won the Miss Missouri title and competed in the September 1989 pageant in Atlantic City, New Jersey, where she won the Miss America crown.
